I'd hardly say X-Men 3 is terrible. It's far better than the first, and is only different from the second in that it is a lot more action orientated, sacrificing story for action.
WHICH I LIKE!!
Ratner directed the Rush Hour movies, which have all been fun, Red Dragon, which isn't really that bad although it obviously hasn't got anything on Manhunter and After the Sunset which is an enjoyable movie all round!!
I wouldn't blame Ratner for the general view on X-Men 3's "failure". He was the third director attached and had limited time to do what he did. He is a good directed, and the result, in my opinion, was a fantastic comic-book action movie.
