How to woo an artist?

I've read a lot on the net and here about how to break into the comics field. That's all well and good and thanks go to Mr. Monroe for all the great stuff he's put out there.

However, my question is one I assume a lot of people have. How do you woo an artist to work for or with you?

If you're like me then you don't have a lot of money to go throwing around at them. It would be nice if you could but sometimes that's just not plausible.

I'd be more than happy to offer creative rights or money on the back end as well but who's to say that'll even come along you know?

In my opinion this step is possibly the most important because how are you going to sell a pitch to a company if your artist isn't that great because you just couldn't get anyone else or you can't afford to get the artist you want in the first place?

I think the key is appealing to their artistic sense by putting together a great package, visuals and all. I was wondering what the opinion of this community was though.
